William Culmer, the first cousin twice-removed on the mother's side of Nigel Horne, was born in Stourmouth, Kent, England on May 26, 18821,2,3,4, was baptized there at All Saints on Jun 8, 1882 and married Lillian Marshall (an office cleaner with whom he had 1 child, Lilian) in Sculcoates, East Yorkshire, England around Feb 19056.

Throughout his life, William lived in several places: in Westmarsh, Kent, England on Apr 5, 18918; in Malta on Mar 31, 1901; and at 4 Norman Avenue in Sculcoates on Apr 2, 19117. He served in the navy from Aug 3, 1897 to Jun 4, 1921.

He died c. Feb 1926 in Sculcoates5.
